말레이시아의 무슬림 커플들은 결혼 전에 의무적으로 HIV 테스트를 받아야 한다.
장관 대리인 Datuk Seri Najib Razak은 HIV 진단 테스트가 무슬림의 결혼 전에 꼭 해야할 부분이라고 하였다.
그는, 이 테스트는 최근 증가하고 있는 HIV에 감염된 여성들의 빈도를 줄이기 위한 정부 정책의 일환이라고 하였다.
그는 “내년에, 우리는 모든 주에서 결혼 전에 HIV 스크리닝 테스트를 하도록 의무화할 예정이다.”고 의회의 AIDS 위원회 회의에서 말하였다.
이러한 HIV 진단은 이미 Johor, Kelantan, Negri Sembilan, Sabah, Sarawak, Selangor 주에서 의무화 되어있다.
Johor는 2001년부터 처음으로 스크리닝 제도를 도입하였다.
10월에, 말레이시아 이슬람 개발부 부장 Datuk Wan Mohamad Sheikh Abdul Aziz는 결혼을 원하는 무슬림 커플에 대한 의무적인 HIV 테스트에 대해 공표하였다.
그는 HIV 테스트에서 양성이 나온 커플들도 결혼을 허락하기는 할 것이나, 예방 방법에 대한 카운슬링을 받게 하기로 하였다.
Najib은 AIDS에 대한 국가적 전략 계획에 의한 프로그램과 노력으로 인해, HIV/AIDS 양성인 사람들이 2003년에 비해 반으로 줄었다고 하였다.
그는 새롭게 HIV/AIDS 양성인 사람들이 2003년에는 6756명이었으나 올해는 3452명이었다고 했다.
“우리의 노력으로 인해, HIV/AIDS인 사람들이 2003년에 50% 줄었다는 것이다.”
그는 보건복지부에서 2005년부터 시행중인 위해-감소 프로그램에 대한 소개를 하였다. 그 프로그램에는 AIDS 감염율을 낮추는데 도움이 되는 주사기 교환 프로그램과 메타돈 유지법 프로그램 등이 있다.
Najib은 위해-감소 프로그램이 현재 인구 10만명당 12.8명인 HIV/AIDS 환자 수가, 2015년에는 11명이 되도록 정부에 의해 더 확충되어야 한다고 말했다.
Najib은 HIV/AIDS를 막기 위한 국가의 노력이 해외에서 인정받고 있다고 말하였다.
그는 HIV/AIDS의 United Nation Joint Programme에서 이 질병에 대처하는 데 있어 말레이시아 정부의 의지가 낮았으나, 최근에는 높아졌다고 표현하였다고 말하였다.
그러나, 그는 HIV에 걸린 많은 여성들의 수에 걱정을 나타냈다.
그는 1990년에 HIV에 걸린 여성의 비율이 1.1%였는데 반해, 작년에는 16.3%로 늘어났다고 하였다.
“우리는 성공적으로 마약이용자의 HIV 감염을 줄였으나, 성관계에 의한 전파는 늘어나고 있다.”
HIV couples will be allowed to marry

All Muslim couples in the peninsula will have to undergo mandatory screening for the human immunodeficiency virus (HIV) before they get married.
Deputy Prime Minister Datuk Seri Najib Razak said the HIV screening would be a part of the pre-marital course for Muslims.
He said the measure was in line with the government's objective to reduce the incidence of HIV infection among women, which was on the rise.
"Next year, we will make it mandatory for all states to impose the HIV screening as part of the pre-marital course." he said after chairing a meeting of the cabinet committee on AIDS at Parliament.
Such HIV screening is already mandatory in Johor, Kelantan, Negri Sembilan, Sabah, Sarawak and Selangor.
Johor was the first to introduce screening in 2001.
In October, Department of Islamic Development Malaysia director-general Datuk Wan Mohamad Sheikh Abdul Aziz announced compulsory HIV testing for Muslim couples wanting to get married.
Wan Mohamad had said couples who tested positive would be allowed to get married but would be counselled on preventive measures.
On the number of HIV/AIDS cases, Najib said it had been halved since 2003 because of concerted efforts and programmes implemented under the National Strategic Plan on AIDS.
He said there were 6756 new HIV/AIDS cases in 2003 but the number dropped to 3452 this year.
"This means through our efforts, the number of HIV/AIDS cases has been reduced by 50% since 2003."
He said the introduction of the harm-reduction programme by the Health Ministry in 2005, which involved a needle and syringe exchange programme and the methadone maintenance treatment programme, helped to bring infections down.
Najib said the harm-reduction programme should be expanded and strengthened as the government aimed to reduce HIV/AIDS to 11 cases for every 100000 population by 2015, from the current 12.8 cases.
Najib said the country's efforts to tackle HIV/AIDS had received recognition from abroad.
He said the United Nation Joint Programme on HIV/AIDS had noted that Malaysia had moved from "low political will" to "high political will" in fighting the disease.
However, he expressed his concern over the high number of women infected with HIV.
He said in 1990, women only constituted 1.1% of those who had HIV, but the rate shot up to 16.3% last year.
"We have successfully reduced the number of cases among drug users but transmission through sexual activities had increased."
